Jo O’Connell
I am an international research leader, programme evaluator and training consultant. I support government stakeholders and civil society organisations to achieve development, humanitarian and human rights goals. My experience and expertise is centred on studies in marginalisation and equality, in particular gender, LGBTI+ human rights and disability inclusion. I am also particularly experienced in overseeing research in conflict and post-conflict contexts, as well as studying migration and displaced populations. I have a wide range of international experience including in the Caucasus, India, Latin America, Sub-Saharan Africa and Southeast Asia regions.
My background is in qualitative political and international development research and I design and deliver studies centred on reviews of literature and the collection of primary data through interviews, focus group discussions and activity observations. I have delivered interviews with senior political stakeholders including diplomats, elected officials and ministers, activists and civil society leaders, and with vulnerable populations and programme beneficiaries. I am also adept at quantitative research design and have, for example, overseen the collection of data for a disability prevalence and inclusion survey with more than 2,100 participants and a social network analysis of displacement and refugee actors in Myanmar.
I have led research and evaluations for ActionAid, Asia-Pacific Refugee Rights Network, British Council, Cherie Blair Foundation for Women, Danish Refugee Council and Human Dignity Trust. This includes multi-country evaluations of development and humanitarian programmes funded by the FCDO (including the Conflict, Stability and Security Fund), and Norad. Most recently, I have been working with the Equal Rights Coalition, to deliver the first evaluation of this intergovernmental mechanism and support with the development of its monitoring and evaluation practice.
